It’s a nice parking spot so you get a lot of tourists (and tourist busses) stopping there for a look at the view. I guess to earn a bit of cash the odd bagpiper goes there to entertain the tourists!

Can’t help but ask. This doesn’t look like a gathering place for bagpipers. What am I missing?
Do the bagpipers just congregate here for some unworldly reason?
